2019 Annual Meeting of the Neahkahnie Community Club

11AM, Friday, January 24, 2019

At the Pine Grove Community House, Manzanita

President Jacki Hinton called the meeting to order at 11:06 AM.  

Those in attendance:  Jacki Hinton, Sarah and Tony Johnson, Helen and Greg Gourde, Marilyn and David Flemming, Dave and Sue Williams, Colleen Schwindt, Dave Boone, Ann Morgan, Liz Cole and Karen Martin. 

MINUTES OF PRIOR ANNUAL MEETING:  The minutes of the 2018 Annual Meeting were distributed and reviewed.  It was moved, seconded and passed to approve the 2018 minutes as presented.

REVIEW OF 2019 CLUB ACTIVITES:  Helen reviewed our two social events in 2019.  The Summer Picnic was another success; well attended and with enthusiastic approval of the Nehalem Bay State Park as our venue.  60 members and 3 guests attended.   There was a brief presentation by Rich Felley about water issues that affect our community.  Tony informed us that the picnic had cost us $763 (there are no revenues).

The Holiday Party was also seen as a success with appreciation for the excellent catering again by Julie Barker of Buttercup.  There were 65 attendees.  Rob Borgford graciously agreed to provide live music and spiced up the event by playing holiday tunes on the piano.  A special thanks was given to volunteers Dave Boone, Mike Cook, Tom Mock, Sue Williams, Judith Jones and Sue Baker.  Tony provided a schedule that showed that the Holiday Party had revenues of $1,980 and expenses of $2,814 resulting in a loss of $834.

TREASURER’S REPORT:  Tony reported that our year-end cash balance was $6,144.11.  He also stated that the club is classified as a Section 501(c)(7) organization and that our tax report is due on May 15, 2020.

MEMBERSHIP REPORT:  David F. reported that total paid membership for 2019 was 124 members down from 152 members in 2018 and down from a high of 184 members in 2015.  There was discussion regarding possible reasons for this decline, including the increasing number of Neahkahnie homes converted to short terms rentals.  All members are encouraged to welcome new neighbors, both full and part-time, and invite them to join the Club and attend our events.  Members also are asked to notify the Board of new Neahkahnie neighbors.

BOARD AND EXECUTIVE COMMITTEE:  The current board continues to serve in its second year of a 2-year term. 

OFFICERS:  President Jacki Hinton, Vice President Helen Gourde, Secretary David Flemming, Treasurer Tony Johnson.   

AD HOC MEMBERS:  Colleen Schwindt, Marilyn Flemming, Greg Gourde, and Sarah Johnson (former Club President).   Webmaster Dave Williams is an additional appointed position.

Calendar of Events 

Picnic in the Park, Saturday 8/8/2019, Nehalem Bay State Park

Holiday Party, Friday 12/12/2020, Pine Grove Community House

The Club has struggled to find a location for the 2020 picnic. Nehalem Bay State Park changed its policy and no longer takes advance reservations for the picnic shelter.  The Board has been unable to find an acceptable alternative location for the picnic which would not involve excessive expenses for rental of tables and chairs and liability insurance.  Recently the Nehalem Bay park ranger informed us that they will take a reservation for the shelter on the day of the event on a first-come, first-served basis.  The Board decided to hold the picnic at Nehalem Bay State Park again this year and will ensure that a representative is there to reserve the shelter as soon as the park rangers arrive on the morning of the picnic.

There was a discussion in which most participants participated about dwindling membership and continuing financial losses from the two club events.  It was decided to keep the cost of the Holiday Party at $30 per person for now and to continue not charging members for the picnic.  It was proposed that membership dues be increased to $15 per person starting in 2021.  This would be the first dues increase in the memory of those present at the meeting.  The increase in dues to $15 per person was moved, seconded and unanimously approved by those present.  Other suggestions regarding additional table seating or providing cocktail tables for the Holiday Party will be considered for next year’s event.

Jacki presented the results of the recent survey of our members.  She noted that responses were predominately positive with respect to the Club and both annual events.  Specific suggestions regarding changes to the picnic or the holiday party will be considered for future events.

Jacki explained that the Club, as a 501(c)(7) organization, is a non-profit social club and limited in the activities it can pursue in order to maintain its non-profit status.  Several members suggested in their survey responses that the Club serve as a forum for discussion of subjects such as tree height restrictions and regulation of short-term rentals.  Jacki explained that such topics may be more appropriately addressed by a Citizen Advisory Committee (CAC).  According to Tillamook Board of County Commissioners, a CAC is organized under the Oregon Statewide Planning Goal 1 as an advisory body to local, state and federal government agencies and citizens.  Tillamook County has expressed interest in holding a community meeting to begin working with Neahkahnie residents to form a CAC.  A number of coastal communities have a CAC which participates on County task forces, such as a recent one addressing short-term rental regulations. The Club will notify its membership of the community meeting once the County sets a time and place.

There being no further business, the meeting was adjourned at 12:25 PM.

2018 Annual Meeting of the Neahkahnie Community Club

President Sarah Johnson called the meeting to order at 11am.  Those in attendance:  Sarah and Tony Johnson, Jacki Hinton, Helen and Greg Gourde, Marilyn and David Flemming, David Holt and Ann Morgan.  Notified absences: Board members Dave Williams and Colleen Schwindt.

MINUTES OF PRIOR ANNUAL MEETING the minutes of the 2017 Annual Meeting were distributed and reviewed.  It was moved, seconded and passed to approve the 2017 minutes as presented.

REVIEW OF 2018 CLUB ACTIVITES:  Jacki reviewed our two social events in 2018.  The Summer Picnic was another success; well attended and with enthusiastic approval of the Nehalem Bay State Park as our venue.   There was a brief presentation about neighborhood clusters that are being formed to help prepare for disasters. The jingle’n mingle was also seen as a success with appreciation for the excellent catering of Julie Barker of Buttercup.  Members and guests enjoyed the interaction and conversation among those attending.  The charge for the Party had been increased from $28 to $30 with no noticeable effect on attendance.

TREASURER’S REPORT Tony reported that he would be completing sending a copy of the Club’s financial statements to all of the attendees in the near future.  He also reported that our year-end cash balance was $6,665.50.  He also stated that the club is classified as a Section 501(c)(7) organization and that our tax report is due on May 15, 2019.

MEMBERSHIP REPORT David reported that total paid membership for 2018 was 151 members from 83 families.

ELECTION OF BOARD AND EXECUTIVE COMMITTEE  The following slate was presented for approval:  OFFICERS:  President Jacki Hinton;  Vice President Helen Gourde; SECRETARY David Flemming;  TREASURER Tony Johnson.  AD HOC MEMBERS:  Colleen Schwindt, Marilyn Flemming and also Sarah Johnson, former Club President. Webmaster (Dave Williams) is an additional appointed position.  It was moved, seconded and passed to approve the slate as presented.

NEW/OLD BUSINESS:

Dave Holt asked about interest in organizing a group to make suggestions to Tillamook County to regulate short-term rentals in Neahkahnie.  Sarah mentioned that the Club was prohibited from lobbying but thought that we could be a vehicle to let our neighbors know about the issue. Jacki indicated that she would see about communicating with our membership about this issue.

There being no further business, the meeting was adjourned about 12 noon.

ADDENDUM  2/1/2019

As a follow up to the discussion at the NKN Community Club Annual Meeting, Jacki Hinton talked with Mark Roberts about organizing a NKN community gathering to discuss forming a Community Advisory Counsel. He agreed to take the lead and is following up with the County staff person to ask for assistance in the process. He’ll provide Jacki with some schedule options, and then she willl work on getting a meeting space booked. Further, Jacki raised at a neighborhood cluster meeting on Saturday, and all 23 people present seemed interested. Once a date is set, Jacki will ask the four NKN cluster leaders to share the meeting announcement with their clusters in addition to sending it out by email to the NKN Community Club membership, posting it on the Club website, 


Neahkahnie Community Club 2019 Annual Meeting Notice

Dear Neahkahnie Club members:

Happy New Year!  Each January, the Neahkahnie Community Club holds a required “annual meeting” for its members to approve leadership and financial reports and make plans for the coming year.  It’s a short and informal meeting to which all current members are invited.  The annual meeting for the year just ended is Saturday, January 26, 11am-noon.  Location:  the Johnsons’ home at 37395 Second Street.

I hope you were able to attend both our Picnic in the Park at Nehalem Bay State Park in August and our jingle ‘n mingle holiday party at the Pine Grove House in December.  Attendance at both events was great, and your enthusiastic participation tells us that you enjoy the way these two traditional neighborhood gatherings are happening. This year’s Picnic in the Park is set for Saturday, August 10, and the jingle ‘n mingle will happen on Saturday, December 14.  Save those dates on your 2019 calendars. We’ll email you the details when the time is right.

Of course, Club events don’t happen in a vacuum.  They are managed by a cohesive and committed Board.  For our events this year, we all owe thanks to Jacki Hinton (Vice-President), Dave Williams (Secretary), Tony Johnson (Treasurer), Colleen Schwindt, Marilyn and David Flemming (Ad Hoc Members).

It’s a fact of life that as Neahkahnie continues to evolve and grow, some long-time Club members leave the area and new neighbors move here.  Please introduce yourself to those  newcomers, tell them about the Neahkahnie Club (www.neahkahnieclub.org ) and invite them to join us and get to know their new neighbors.

2017 Annual Meeting of the Neahkahnie Community Club

The meeting was called to order at 11am by President Sarah Johnson. Those in attendance: Tony and Sarah Johnson, Colleen Schwindt, Ann Morgan, Dianne Bloom, Tori Pickerell, David and Marilyn Flemming. Notified absence: Board
members Dave Williams and Jacki Hinton.

MINUTES OF PRIOR YEAR ANNUAL MEETING The minutes of the 2016 Annual Meeting were distributed and reviewed. It was moved, seconded and passed to approve the 2016 minutes as presented.

REVIEW OF 2017 CLUB ACTIVITIES: Colleen Schwindt reviewed our two social events in 2017. The Summer Picnic was another success, well-attended, and with continued enthusiastic approval of the Nehalem Bay State Park as our venue.
The jingle ‘n mingle Holiday Party was also deemed a success, with kudos for the excellent catering of Julie Barker of Buttercup. Members and guests agreed that the party format encouraged more interaction and conversation among
members.

MEMBERSHIP REPORT: The total paid membership for2017 was 161 members, with an additional honorary member, Carol Povey. Prior year membership numbers: 2012=160 members; 2013 = 158 members; 2014= 187 members; 2015 = 196 members; 2016 = 163. There was some discussion about the importance of raising awareness about the Club with new homeowners. For that purpose, Sarah puts an announcement in the Neahkahnie Water District bills annually.

TREASURER’S REPORT: Tony reported that the Club started 2017 with a cash balance $6,076.06, Dues collection totaled $1,610, holiday party reservations came to $2,156 while $52 was generated from donations and guest payments at the picnic, bringing total revenue to $3,818. Admin and miscellaneous expenses totaled $283.87 while picnic expenses came to $374.52. and holiday party expenses amounted to $2,255.08 leading to total expenses for the year of
$3,841.85. The Club ended the year with a cash balance of $6,052.21.

Ticket cost for the holiday party, Jingle ‘N Mingle, were maintained this year at $28 per person. The event lost $84.08. Controllable expenses have been reduced as far as they can without affecting the party. What can’t be controlled is the
cost of renting Pine Grove ($520, including a $200 refundable damage deposit) and providing liquor and general liability insurance ($255) Action: It was moved, seconded and passed to accept the 2017 Financial Reports.

NEW /OLD BUSINESS:
Calendar: Picnic in the Park: SATURDAY, 8/11/2018; Holiday Jingle ‘n Mingle: SATURDAY 12/8/2018

Adopt-a-Highway Program: Tony has researched the possibility of the Club raising awareness by participation in this program. Unfortunately, at this time, there is no local section of Highway 101 available for adoption. Diane Bloom
offered to research the possibility of sharing some of the local Highway101 currently held by Rinehart Clinic.

There being no further business the meeting was adjourned at 12 noon.
